ACWDL 12-12: Out of State Medi-Cal Coverage for Interstate Compact on the Placement of Children (ICPC) for Aid Code 40 (AFDC-FC State-Only) (March 19, 2012)

Out-of-state Medi-Cal coverage (including dental services) is available for California children who are in the  custody of a county welfare agency or probation department via court dependency order or ward status and placed out of state in a CDSS certified group home. This rule applies only to California children receiving state-funded cash Aid to Families with Dependent Children-Foster Care (AFDC-FC) benefits under aid code 40. [Download]

ACIN I-11-11: Chafee Education Training Voucher (ETV) Program Eligibility Verification Process (3/30/11)

The Chafee ETV Program provides grants up to $5,000 per year to current and former foster youth to use for higher education or technical training. This ACIN supersedes ACL 07-33. Attachments include the revised eligibility verification process, the revised Chafee ETV Foster Care Eligibility Certification form, a current Chafee ETV contact list, and a current Independent Living Program Coordinator list. ACIN I-72-11: Katie A Lawsuit – Notice Of Hearing On Proposed Settlement Agreement (10/21/11)

This class action case involves access to mental health and support services for those in foster care or at risk of removal. LA county already settled, but there will be a hearing on the settlement with the state. The Order, Notice and Proposed settlement are attached to the letter. ACL 11-59: CalWORKs): Implementation Of New Aid Codes For Foster Children In The CalWORKs Program (9/6/11)

In the past, foster children placed with relative caretakers who were not eligible for federal foster care benefits, were not identified as foster care cases. This meant that they were put into the CalWORKs-linked Medi-Cal, and required to enroll into a Medi-Cal managed care health plan, in violation of state law. Foster children have the right to choose between fee for service Medi-Cal and a managed care health plan unless they reside or are placed in a county with a County Organized Health System. [Download]
