Instructions on the implementation of the latest FNS waiver: the two-year waiver permits “on-demand” telephone interviews at initial application and at recertification. Counties have the option of implementing this, but if the county opts in, then “on-demand” will be the default process unless the client requests an in-person interview or if, at screening, the client appears eligible for Expedited services. Counties can continue the current ability to allow households to complete a telephone interview without a scheduled appointment by calling the CWD or the CWD call center. [Download]
CDSS is passing on updated EBT materials about access to surcharge-free locations and anti-trafficking/scam alerts. (And a reminder that CalFresh benefits use can never be subject to a surcharge.) Plus, there is a cool new pilot that started in February that will generate robocalls to recipients who incur five or more surcharge fees per month. The robocall will be made at the end of the month to alert recipients prior to accessing their next month’s benefit issuance and which provides information on surcharge free locations, free cash back, and direct deposits. Effective July 1, 2012, counties must apply these cost sharing ratios to all Aid to Families with Dependent Children-Foster Care rates paid to THP+FC according to the THP+FC placement. These costs were based on estimates, so the ratios will be reassessed after THP+FC providers have submitted cost reports identifying actual costs associated with this program. [Download]
The new minimum wage will impact IHSS provider rates. The minimum wage for all industries will go up to $9.00 effective July 1, 2014, and to $10.00 per hour after January 1, 2016.Counties with an IHSS provider wage less than $9.00 per hour will be required to submit a PA Rate Change Request. The county Board of Supervisors approval will not be required for the minimum wage increase unless it is for a rate above the $9.00 per hour wage, or provides for an increase in the other components (i.e., payroll taxes, health benefits, or administrative costs).
