ACIN I-01-14: CalWORKs and CalFresh: New “Reminder Letter” For Clients Who Submit An Incomplete Semi-Annual Status Report (1/17/14)
Finally, a “recommended” resolution to the problem of when someone gets a notice of an incomplete or late SAR 7, and turns something in, thinking all’s good…but the submission is incomplete. This Notice transmits a new SAR 90 form, which reminds the person that the report they turned in is not complete, they will still be discontinued, and what is missing. Appeal rights run from the original notice, but the reminder lists the state hearing number to call. [Download]
ACL 13-106: Probation Foster Care Placement Monthly Caseload Statistical Report (12/31/13)

ACIN I-02-14: CalWORKs Requirements For Adequate Notices (1/3/14)
A review of the importance of issuing “adequate notice” and what that means in the context of the CalWORKs program. (In sum, enough information that the individual “has sufficient information to understand the action that is being taken on their application or CalWORKs case.”) Of note is the section discussing automation, and that workers must manually complete NOAs if the automation doesn’t permit sufficient detail. more details on language access, and information on disability accommodations when there are reading issues. ACL 13-111: CalWORKs Program: Changes In The Treatment Of Motor Vehicles (12/31/13)
Another New Year’s present, this is the ACL implementing the new car resource rules:
- The first $9,500 of car equity value is now exempt.
- Clients can self-certify the amount of encumbrances, and the vehicle’s fair market value.
- The $9,500 equity threshold will be adjusted upward annually for any increase in the Transportation Consumer Price Index (CPI)
- Any vehicle transferred to the client as a gift, donation, or family transfer, as defined by the DMV, will not count against the family’s maximum resource limit.

ACL 13-109: CalWORKs FFY 2014 Income Reporting Threshold (IRT) (12/31/13)
Passing along the new IRT chart for CalWORKs, along with the review of the 3 tier IRT system and the IRT reporting rules. (For FFY 2014, the amount of income likely to render an AU ineligible for CalWORKs is less than 130 percent of the FPL for each AU size, so only tiers one and two are applicable.) [Download]
