ACL 12-61: Implementation Of The Heat And Eat Program For CalFresh (10/30/12)

Starting January 1, 2013, all CalFresh recipients will be receive a Low Income Home Energy Assistance (LIHEAP) benefit included in their allotment.  Under the law, the provision of this benefit, which goes to homeless and CFAP recipients, entitles the household to the full Standard Utility Allowance.  This may mean the households get more benefits, or can be eligible when otherwise they wouldn’t have been.  [Download]

ACIN I-51-12: The Customs And Border Protection Automation Of The Arrival/Departure Record Form I-94 And The Effect On SAVE Program Requests (10/25/12)

Well, obviously the USICS should consult with DSS before making any changes to their process!  The Customs and Border Protection division recently automated the admission process. The automation creates an electronically-generated I-94 number which will not be known to the applicant and will not match the number on the paper I-94.  (Bright, huh?) So, this will cause problems for using the SAVE immigration status verification system for benefits.  This letter suggests how to weather the changes.  [Download]

ACL 12-53CalWORKs Program: SB 1041 Welfare-To-Work (WTW) 24-Month Time Clock Informing Notice Language (10/17/12)

Lists informing notice language that counties must issue by December 1, 2012 and provides general information regarding the new WTW 24-Month Time Clock and required hours of participation.  Counties are required to modify plans when requested, and the notice must have county-specific information on how to request the plan change.  The ACL contains a new form (CW 2205) to be sent to all aided (and sanctioned) adults, including optional members of the AU, except not those excluded for the young-child exemption, who will be reengaged later. ACIN I-50-12: Revision Of The CalFresh Notice Of Approval/Denial/Termination Transitional Benefits Due To The Implementation Of AB 959 (10/16/12)

New NOAs and instructions to implement AB 959, which provides for the restoration of aid for Public Assistance CalFresh (PACF) households discontinued for not submitting a timely or completed quarterly report (QR 7). Under AB 959, households receiving Transitional CalFresh benefits shall not receive regular CalFresh benefits during the same month. Therefore, if a household receives Transitional CalFresh benefits in a given month, regular CalFresh benefits will be restored to the household the first of the following month.  [Download]

ACIN I-49-12: The IHSS 2009 Hospital Stay Error Rate Study Report (10/10/12)

WIC 12305.7 requires CDSS to conduct annual error rate studies to estimate the extent of payment and service authorization errors and fraud in the provision of supportive services. CDSS initiated the 2009 Hospital Stay Error Rate Study to determine the extent of duplicate Medi-Cal payments made to IHSS providers while their recipients were hospitalized.
