ACL 09-19: In-Home Supportive Services (IHSS) And County Welfare Department Agencies Operating A Public Authority (4/2/09)

A state law change affects financial participation in wages and health benefits for IHSS Public Authority (PA) counties. It reduces the level of state participation in IHSS Individual Providers’ wages and health benefits, from $12.10 to $10.10 per hour, effective July 1, 2009. The ACIN describes the process for implementing this change, including that Counties must submit a Rate Change Request to reduce the wages and health benefits to the $10.10 state participation level no later than May 1, 2009. Counties which opt to remain above the $10.10 state participation level will have a different sharing ratio for the amounts over $10.10. [Download]

ACIN I-26-09: CAPI Payment Standards Effective July 1, 2009 (4/2/09)

A follow up to ACIN I-23-09 (May, 2009 standards). The Dept. of Finance has indicated that the additional 2.3 percent reduction provision will NOT be rescinded. As a result, effective July 1, 2009, the SSI/SSP payment standards will be reduced by 2.3 percent, with a concomitant reduction in the CAPI payment standards. ACIN I-23-09: CAPI Payment Standards Effective May 1, 2009 (3/26/09)

Under the budget bill, SSI payment standards will be reduced back to the December 2008 levels, effective May 1, 2009. As a consequence, the CAPI payment standards will decrease on the same date. This has no affect on 1) presumed maximum value of in-kind support and maintenance; 2) the allowance for ineligible children in deeming situations; 3) the sponsor’s allocation in alien deeming situations; or 4) the allowance for parent(s) in parent-to-child deeming situations. ACL 09-02: Child Fatality Disclosure And Reporting Requirements (3/19/09)

Emergency regulations, effective January 1, 2009, provided for reporting and disclosure of information related to cases of child abuse and/or neglect that result in fatalities. A Child Fatality/Near Fatality County Statement of Findings and Information form (SOC 826) was attached to the emergency regulations package. Further revisions were needed, and this ACL includes the new SOC 826 form. The revised SOC 826 (1/09) form must be used, from the date of this letter, for all fatalities and near fatalities that are suspected or determined to be the result of abuse and/or neglect. [Download]
