The CDSS protocol includes a reporting form, timelines for county review, instructions regarding when a referral for investigation is made, and notice of action language. The programs covered by the protocol are: CalWORKs and all Welfare to Work supportive services, Refugee Cash Assistance, CAPI and county administered GA/GR) in counties that distribute GA/GR using EBT. A review of CAPI rules on sponsor deeming. NOTE: These are NOT the same as the rules for CalFresh or CFAP. Counties are told they can presume sponsor’s have more than 125% of poverty income and therefore are “available” for deeming, and the steps to take when an applicant states the sponsor’s whereabouts are unknown. This includes presuming that mail not returned as undeliverable means that the sponsor is ignoring the county and the county should then presume the person is ineligible for the indigency exception.
