Medicare
ACWDL 13-09: 2013 Federal Poverty Levels
Establishes new limits for all of the Medi-Cal programs for which eligibility is based on a percentage of the Federal Poverty Level (FPL), including 1931(b). The letter directs that for individuals enrolled in the Medicare Savings Programs (MSPs) who do not receive Title II income, counties must apply the new FPL figures retroactively to January 24, 2013. ACWDL 13-02E: Errata 2013 Medicare Premiums and SSI Standard and Parent Allocations and Property Limits for the Medicare Savings Programs and Other Programs
Amends ACWDL 13-02, which informs counties of the allocations and property limits for the Medicare Savings Programs (MSPs) as well as the Medicare premium amounts for 2013. The letter, available here, also directs counties to disregard Title II COLAS for programs where eligibility is based on the Federal Poverty Level (FPL) until the new 2013 FPLs are effective for that program.

ACWDL 12-6: Communication Error Between SSA and MEDS for Qualified Medicare Beneficiaries During Open Enrollment
Once again there was a communication error between the Social Security Administration (SSA) and the state while processing the records for Qualified Medicare Beneficiary (QMB) applicants who applied during the Medicare open enrollment period of January through March 2011. There are two types of impacts: 1) some people still show pending Medicare Part A status in the SSA and state systems after July 2011 and 2) others had their Medicare Part A status restored, but the QMB buy-in did not take place. DHCS issued corrective instructions to the Counties, and Counties must report final resolution of all cases to DHCS no later than May 15, 2012. Download
