This Notice “strongly encourages” counties to give CalWORKs recipients the option to receive corrective underpayments that are over $1,500 by check or direct deposit, since the EBT card has a daily limit on the amount of cash a recipient can withdraw from an ATM and clients are only given four free ATM withdrawals each month. CDSS has created a recommended form, CW 2203, that counties may use to inform clients of their options when these large underpayments are established. [Download]

ACL 09-78: TRO Limiting IHSS Provider Disqualifying Crimes (11/25/09)
Notice of the TRO in Beckwith v. Wagner. As a result, counties can only disqualify providers based on the crimes listed in Welfare & Institutions Code § 12305.81 (convicted or incarcerated within the last ten years for child abuse, elder abuse, or fraud). The TRO does not allow counties to inquire or deny based on “Other Felony Convictions” or “Serious Misdemeanors.” Counties need to stop using the enrollment forms, but are to continue the provider fingerprinting and criminal background check requirement. ACIN I-76-09: Kinship/Foster Care Emergency Fund (11/5/09)
The purpose of the Kinship/Foster Care Emergency Fund is to enable successful emergency placement of a child with a relative, nonrelative extended family member (NREFM), or foster parent by removing barriers to such a placement. The fund may also be used to retain a placement when there are extenuating circumstances and to assist a prospective relative, NREFM, or foster family home applicant in meeting the requirements to provide care to a child. All expenditures of this funding are to be for one-time needs and not to pay for recurring expenses. The need must not be covered by other funding sources, such as Specialized Care Incentives and Assistance Program (SCIAP) or clothing allowance. Includes examples and a list of county allocations.
