ACIN I-11-09: Delay of Implementation To Allow The Use Of Federal Foster Care Funds For Placement In For-Profit Group Care Facilities (4/15/09)

A 2008 budget bill delays, until July 1, 2010, the implementation of Welfare and Institutions Code Section 11402.6. WIC 11402.6 allowed the use of federal Foster Care for children who are both AFDC-FC recipients and regional center clients, under specified circumstances, placed in for-profit group care facilities when no other comparable non-profit facility exists that is willing to accept placement and capable of meeting the child’s needs. Until July 1, 2010, the placing county is responsible for both the federal and non federal share of the AFDC-FC funds by paying 100% county funds if placing a foster child into a for-profit facility. ACIN I-15-09: Individualized Education Plan (2/26/09)

W&I Code § 16010 requires that each child placed in foster care has an education record that includes the names and addresses of the child’s education providers, the child’s grade level performance, the child’s school record, and assurances that the child’s placement in foster care takes into account the proximity to the school in which the child is enrolled at the time of the placement.
