ACIN I-101-10: CalWORKs: Final Regulations On Inter-County Transfer (ICT) Process (12/3/10)

Sending on the final regulations amending the face-to-face and verification requirements for non-needy caretaker relatives getting CalWORKs on behalf of a court dependent child (and who is not receiving federal Foster Care), who are in an Inter-County Transfer. The law was initially implemented through ACIN I-05-09, dated January 20, 2009. The final regs were effective September 25, 2010. ACIN I-88-10: Safely Surrendered Baby Definition, Intake and Data Entry (11/2/10)

A clarification of the definition of a safely surrendered baby (SSB), safe surrender intake procedures, safe surrender following hospital birth, SSB data entry into Child Welfare Services Case Management System.  The Notice also provides an updated medical questionnaire for use by safe surrender site staff to collect medical history. Clarification on reporting and disclosure responsibilities specific of child fatalities and near fatalities that are determined (not suspected) to be the result of abuse and/or neglect. Points out that dependency petition language may change the status of an ongoing or concluded child fatality investigation, and reviews how to handle requests for law enforcement redactions prior to the release of records when a public request is received. Information on resources available to improve services to LGBTQ youth, their caregivers and LGBT prospective foster and adoptive parents. The letter also states that LBGT families must be recruited. The notice includes links to several policy and practice papers that support gay and lesbian parenting, and a reminder that AB 458 mandates that all state licensing and foster care providers get initial and ongoing training on anti-discrimination provisions.
