DHCS MEDIL 13-03: Affordable Care Act of 2010- Intial Guidance

This letter gives counties a high-level policy guidance regarding implementation of the ACA related changes to Medi-Cal and identifies areas where more federal guidance is needed before DHCS can provide additional information to the counties. It covers the single streamlined paper application, the impact of MAGI changes on Medi-Cal programs, the instances in which CalHEERS will forward applications to counties, new redetermination and reporting periods, and several other topics. DHCS ACWDL 13-13: Medi-Cal General Notice of Action (NOA) Policy

After years of work and development by the NOA workgroup (of which LSNC has been a part), DHCS released a letter to remind counties of what is required in a NOA relating to Medi-Cal eligibility. It summarizes the relevant federal and state regulations and delineates what actions are not considered adverse actions for purposes of the timing of the notice.  The letter, available here, further provides guidance on font size and language access requirements.

DHCS ACWDL 13-12: Revised Other Health Reporting Coverage Reporting and Correction Procedures

This letter clarifies the procedures counties must take to add or remove Other Health Coverage (OHC) codes from a Medi-Cal case.  Counties are able to temporarily remove these codes in immediate need cases but to make the change permanent, must send a request to the state online. The letter details the circumstances in which the addition or removal of an OHC code is appropriate. Click here to view the letter.

CMSP ACL 13-06: Eligibility Appeal & Grievance Process for Path2Health and CMSP – UPDATE

This letter provides the new number that consumers can use to request hearings and make grievances related to Path2Health and CMSP.  The number is (800) 548-5880 and connects applicants/enrollees to the CMSP Governing Board.  The Governing Board will send a form with the hearing request/grievance information to a county designee who must then confirm receipt of the information by fax and log the information.  A copy of the form that the Governing Board will use is an attachment to the letter, available here.  Counties are also reminded that they are to treat verbal requests for hearings and grievances in the same manner that they treat written requests and grievances.
