ACL 11-36: CalWORKs Cal-Learn Program For Fiscal Year 2011-12 (4/21/11)

Another ACL implementing the budget cuts. This one explains the (hopefully temporary) demise of the Cal-Learn  program. Pregnant and parenting teens will still be required to get their HSD or GED, and will get bonuses, but are now rolled into welfare to work.  No more case management, and WTW instead of Cal-Learn sanctions.  [Download]

ACL 10-43E: Correction To ACL 10-43 End of TANF Emergency Contingency Funds Program And Resumption Of AB 98 Provisions (4/18/11)

An Errata to correct information regarding third-party funding for subsidized employment programs. Question 6 incorrectly stated that “in-kind” contributions are allowable for third party funding of wage subsidies. The correct answer is “more robust”: They are permissible IF there is a written agreement with the source of third-party funds, indicating the third party is aware of and agrees to allow the state to count the contribution of funds toward the state’s Maintenance of Effort (MOE) requirement, and that the 3rd party’s contribution is not funded through federal funds or through funds that are used or will be used to satisfy a cost-sharing or matching requirement of another federal programs. ACL 11-34: CalWORKs Short-Term Changes Extension And Expansion Implementation Guidelines/Repeal Of Prior Policies-CalWORKs Long-Term Reforms (4/8/11)

The young child exemptions are continued; the long term “reforms” are repealed. In addition, counties have the option to extend the young child exemption to the adult caring for a 24-35 month old child.  Additionally, counties can continue to force exemptions for “no funding for support services.”  [Download]
