The Court ordered California to adjust group home rates to reflect the California Necessities Index. The lawsuit did not directly impact the rates of the Transitional Housing Programs. However, state statute sets rates for the THPP and THP-Plus Programs based on a county’s average foster care expenditure for foster youth 16 to 18 years of age, in group home placements. ACL 11-13E: CalWORKs Program And CalFresh: Changes In The Treatment Of Federal Tax Credits And Refunds In The CalWORKs And CalFresh Programs (2/10/11)

Well, the original ACL was right…as far as it went. This errata clarifies that the information about tax credits and refunds applies also to the Refugee Cash Assistance, the Entrant Cash Assistance, and the Trafficking and Crime Victims Assistance Programs. [Download]

This letter clarifies certain CalFresh rules regarding households with aged/disabled members, and updates the dependent care rules.  Covered topics:

  • The definition of an elderly/disabled household;
  • No 130% Gross Income Test for aged/disabled;
  • Excess Medical Deduction;
  • Discussion of the 165% Gross Income Limit when an elderly or disabled household member lives with others and, due to a disability, is unable to purchase and prepare meals with other household members;
  • Correct sequence of deductions when computing net income for a CalFresh household.
