ACIN I-60-09: CalWORKs) Domestic Abuse Issues With Regard To Intercounty Transfers (8/24/09)

Information on Domestic Violence waivers when the recipient transfers to another county. The notice reviews the basis for granting a DV waiver, the need for secure and confidential information, and includes a form to provide authorization (or not) to transfer DV information to any new county. Reviews provision of referrals, and that the DV waiver from the “sending” county remains in effect during the 30 day transfer period, and thereafter continued if it continues to meets the recipient’s needs. Any prospective modification must be consistent with the DV waiver legal standards and the individual’s needs, according to county criteria. Any change must be via a Notice of Action.

ACIN I-50-09: CalWORKS Referral To EDD For UIB (8/17/09)

A reminder of the appropriate procedures used when referring a CalWORKs applicant or recipient to apply for Unemployment Insurance Benefits (UIB). As part of the county’s duty to assist recipients, CWDs shall help applicants or recipients establishing their eligibility for UIB. In order to avoid useless referrals to EDD, counties are to review the EDD on-line, real-time UIB claims database for wage and claims information via the Income and Eligibility Verification System. In the (unlikely) event that the CWD does not have access to the internet, it can request an abstract of the wage and claim information, via form DE 8720, as described in ACIN I-27-07.

This notice also includes a form that can be used by the CWD to facilitate the referral to EDD. The form tells folks how to apply (and with what information) and a space to show how and when the application was filed. Upon receipt of this document, the applicant or recipient is deemed to have met this condition of eligibility. [Download]

ACL 09-40: Private Adoption Agency Reimbursement Program (PAARP) Funding Increase Claiming Guidelines (8/18/09)

This letter provide public adoption agencies with information on the reimbursement process for PAARP. In order for the private agency to claim PAARP funds, the public agency must provide certain documentation to the private agency and enter data into the Child Welfare Services/Case Management System. The maximum PAARP rate was increased to $10,000 effective February 1, 2008. To be eligible for reimbursement, the agency must be a licensed private adoption agency and the child must meet the criteria defined in the WIC 16120. [Download]

ACL 09-39: Eligibility Of Afghan Special Immigrants For Benefits And Services (8/13/09)

Information on the increased eligibility of Afghan Special Immigrants and their eligible family members for federal and state public assistance programs. Eligibility was extended from six to eight months. Includes a list of the types of documents that confirm both status and date of entry for Afghan Special Immigrants. ACL 09-35: Waiver Of Right To Further Notice Of Adoption Planning And Waiver Of Right To Revoke Consent (7/28/09)

A review of recent statutory changes that affect adoptions. Topics include allowing a child’s presumed father to waive his right to notice of any adoption and/or to deny his paternity, before or after a child is born; clarifying that adoption agencies accepting a relinquishment from a child’s birth parent(s) are required to inform themthat during any time after the relinquishment is signed and before it is filed with CDSS, he or she may request the relinquishment be withdrawn; allows a child’s birth parent(s) to sign a waiver of the right to revoke consent to adoption.
