ACL 09-24: Modified Categorical Eligibility For The Food Stamp Program; Questions And Answers (5/27/09)

Would’ve been eligible for non-assistance Food Stamps (NAFS) “but for” your resources? You are now categorically eligible for Food Stamps if your household has a child under 18! Check out the new “categorical eligibility” program listed in this letter. Counties are to implement July 1, 2009 for the existing NAFS caseload and no later than January 1, 2010 for new FS applicants. ACIN I-41-09: Funding For Citizen Review Panels Request For Applications (5/27/09)

Notice of the application period to apply for a Citizen Review Panel (CRP). There are 5 CRP slots open; CRP’s get up to $25,000 per year for the next two Federal Fiscal Years (2010-11 and 2011-12). Although the review panels are composed of private citizens (including advocates and attorneys), Counties must submit the application. [Download]

ACL 09-27: Change In Payment Of Medi-Cal Recognized Expenses (Buyout Program) (5/28/09)

A recent amendment to Welfare and Institutions Code section 12305.1 requires that, effective July 1, 2009, individuals in Personal Care Services Program (PCSP) or IHSS Independence Plus Waiver (IPW) who were eligible for and received services under one of those programs before July 1, 2009, and who continue to receive those services, will continue to receive the CDSS payment of Medi-Cal Recognized Expenses (MRE).

Individuals who are or become eligible for the PCSP, or either IPW or a successor program to IPW, on or after July 1, 2009, will not be eligible for the payment of MRE. Additionally, individuals who are or become eligible for the IHSS Residual (IHSS-R) program on or after July 1, 2009 who would otherwise be eligible to receive this payment will not be eligible for the payment of MRE. IHSS recipients who leave any of the above programs, or lose eligibility and subsequently regain eligibility for services through these programs, will not be eligible for the payment

ACL 09-23: Supplement To The Rate Requests For Dual Agency Aid To Families With Dependent Children-Foster Care (AFDC-FC) And Adoption Assistance Program Children Quarterly Statistical Report (5/20/09)

SB 84 provided for supplementmental rates based on the extraordinary care and supervision needs of a dual agency (Regional Center and foster care) child. It also required various data reporting, not all of which can be collected via the Child Welfare Services/Case Management System. Voila!
