So, we had focus groups, we had marketing research, we got a new name. Here’s the “how to” of implementing CalFresh as our nom de guerre for Food Stamps, aka SNAP.  Counties are to phase in the new name as the state creates new forms and materials.  The Notice also provides information on how we got the name (“CalFresh” was chosen because it was described as representing a healthy lifestyle and a “fresh” new program… The tagline, “Better Food for Better Living,” moves people to proactively think about the kinds of food they purchase through the program and brings to mind the shift to purchasing healthy food with CalFresh benefits.”) The ACIN includes a stuffer to clients, and info that a “style guide” will be coming out soon. ACL 10-48: CalWORKs Program: Implementation Of Homeless Assistance Program Regulations And Revised Homeless Assistance Denial Notice Of Action (11/8/10)

This letter sends on the final regulations that amend the CalWORKs Homeless Assistance (HA) Program, to comply with AB 1808 from 2006!  Changes include:

  • Daily rate goes from $40 to $65, with $15 for families larger than 4
  • Expands “homeless” to those who got a 3 day pay rent or quit notice
  • Changes the threshold for permanent HA from 80% of the MAP to 80% of the total monthly household income
  • Includes eviction prevention through payment of up to 2 months rent.

ACIN I-92-10: Revisions To Interim Assistance Reimbursement (IAR) Forms (11.10.10)

Transmits the new SSP 14 (Authorization For Reimbursement Of Interim Assistance Initial Claim Or Posteligibility Case) And SSP 18 (Notice Of Action And Right To Request A State Hearing On Interim Assistance) And Discontinuance Of The SSP 17 (Notice Of Action And Right To Request A State Hearing On Interim Assistance).  These revisions reflect the method in which Interim Assistance agencies and the client receive the retroactive benefit, to clarify language and improve readability for the client using the SSP 14 authorization form. ACIN I-74-10: CalWORKs – Efforts To Reduce Erroneous Payments (10/10/10)

The ACF has issued an Information Memorandum (TANF-ACF-IM-2010-02) providing guidance to the states on best practices for reduction of improper payments. Also, the federal Office of the Inspector General 2007 review of 30 counties identified several improper payments in California. The causes of the improper payments included: recipient families did not fully disclose information during their application or redetermination or did not notify the county of changes affecting eligibility; not all information provided to support the application was verified; or the appropriate documentation was not available or maintained in the case file.
