The annual list of California Tribal Reservations and Rancherias with unemployment rates of fifty percent or higher. Individuals living in these areas have a 60-month exemption. More notably, this notice reminds counties that CalWORKs applicants and recipients must be informed of all time limit requirements, including the process to claim exemptions , and must be provided information on their time on aid at specific intervals. ACL 09-05E: Correction to ACL 09-05 Re: Registered Domestic Partners And Same-Sex Spouses (6/4/09)

The revisions were made to clarify that the date of the marriage, not the date a marriage license was issued, will determine whether the marriage is deemed valid for the purpose of CalWORKs eligibility determinations. This errata also clarifies that same-sex spouses are to be treated as stepparents unless they are the natural or adoptive parent of their partner’s children. ACL 09-07: COBRA premium assistance exemption for CMSP (6/29/09)

Under ARRA eligible individuals will have their COBRA premiums reduced to 35% of the premium with the federal government paying the other 65%. CMSP will exempt the COBRA premium reduction or reimbursement as income or property for CMSP eligibility determinations. CMSP applicants/ beneficiaries need to provide proof of the start date of the premium assistance and the amount of assistance they are eligible for. [Download]

ACWDL 09-34: Medi-Cal eligibility division eligibility policy and regulation center pilot website (6/29/09)

DHCS launched a pilot website, E-PARC, that is intended to make searching ACWDLs easier and to be more effective for researching Medi-Cal eligibility policy. It is up and running, but not to be solely relied upon yet as it currently is displaying letters from only four subjects- Citizenship, Identity, Continuous Eligibility for Children and Mid-Year Status reporting. Anyone can access the website at www.e-parc.ca.gov. There is an evaluation survey on the website; surveys filled out in the month of July will be evaluated for the website enhancement work beginning in August. [Download]
