ACL 08-22: Transitional Food Stamp Policy Changes/Household Member Is Approved For Benefits In Another Food Stamp Household (6/23/98)

Currently, when a household member leaves a Transitional Food Stamps (TFS) household and is approved for benefits in another food stamp household, the individual is removed from the benefit amount, but the individual’s income is not removed for purposes of calculating the TFS benefit for the remaining members. This results in the income being considered in both households.

The FNS has found this policy out of with federal regulations. CWDs must therefore recompute the TFS benefit for the remaining TFS household members by removing the individual from the TFS household along with his/her income, if any. This change is effective September 1, 2008. [Download]

ACIN I-45-08: Trustline Pamphlets For CalWORKs Stage One Parents And Child Care Providers (6/12/08)

Counties are required to inform parents and providers regarding child care subsidies. Here are two pamphlets (use optional), via CDSS. One focuses on parents, and discusses Trustline Registry, including the parent/guardian’s responsibility in the registration process. The other pamphlet is focused on information for child care providers, and includes information about crimes that may result in denial of their Trustline registration. [Download]

ACIN I-38-08: Child Care Fraud Indicators Tool (6/12/08)

This Notice provides counties with a “child care fraud indicators tool” that can be used when reviewing documentation for child care services (Stage 1). Comes with the caveat that: “The indicators are not proof that fraud exists; they merely identify situations that may warrant further attention.” Comes in in-depth and condensed flavors. [Download]

ACIN I-46-08: Revisions To Interim Assistance Reimbursement (IAR) Forms (6/12/08)

Two years ago, CDSS and the Social Security Administration entered an agreement to modify the IGAR forms. And, viola (2 years late) is the new form. The ACIN also provides clarification regarding the IAR reimbursement process. The new forms are effective immediately.

A federal law change in 2006 requires that any past due monthly SSI/SSP benefits that exceed three times (formerly twelve) the maximum monthly SSI/SSP payment must be paid in installments. The revised SSP 14 form now includes language that speaks to the alternate IAR procedure for these cases. The new form also: clarifies that an IA agency cannot use the same signed IAR authorization form for both an initial and a post-eligibility payment of SSI/SSP benefits; provides definitions; clarifies that the IA agency can reimburse itself for the months up to and including the month the individual’s SSI/SSP benefits begin; clarifies how the form serves as a protective filing; specifies that the authorization will be void if it is not received by SSA from the IA agency within a specific time period and that it must be signed and dated; and clarifies applicants’ appeal rights.
