ACL 09-79: Annual Civil Rights Plans (12/10/09)
A change in the civil rights annual plan review and approval process. Beginning 1/1/2010, counties must submit a full Plan two months prior to their on-site civil rights compliance review. Counties must report any significant
changes after submission, within 30 days of the change. Counties remain responsible for on-going duties, such as estimating population changes in order to have sufficient interpretation staff. [Download]
ACIN I-85-09: Q & As About The Changes To The ABAWD Work Requirement As A Result Of ARRA 2009 (12/14/09)
The ARRA suspends the ABAWD work requirement from 4/1/09 through 9/30/09, so counties should have (already) restored food stamps to otherwise eligible ABAWDs who were part of an ongoing food stamp household, but were sanctioned for not meeting the work requirements. In addition, an ABAWD in a closed case previously discontinued an ABAWD work failure can reapply for aid. And, out with the old, in with the new: The ABAWD calendars are erased, and start anew 10/2010, when the ARRA provisions phase out. [Download]
ACL 09-14: CMSP Manual Revision, Section 7-058 (Student Loans) (12/10/09)
The manual has been revised to modify the period of time in which student loans may be exempt from inclusion in and individual’s property reserve to one year from the date of receipt. [Download]
H 09-13 and PIH 09-36: Supplemental Information to Application for Assistance Regarding Identification of Family Member, Friend or Other Person or Organization Supportive of a Tenant for Occupancy in HUD Assisted Housing (9/15/09)
This joint notice relates to the implementation of Section 644 of the Housing and Community Development Act of 1992 that requires PHAs and owners to provide as part of the application for assistance a form in which applicants or tenants, at their option, may identify third parties that may be contacted to assist in the delivery of any service or special care or in resolving tenancy issues. The notice include a link to the aforementioned form. PHAs and owners were given 90 days from the date the joint notice was issued, which runs December 14, 2009, to implement this requirement.
