ACL 09-42: TANF Emergency Contingency Fund: Subsidized Employment (9/15/09)

Program instructions for implementing the expansion of CalWORKs subsidized employment programs through the TANF Emergency Contingency Fund (ECF). Counties can expand subsidized employment programs now, but access to TANF ECF funds for county programs is contingent upon federal approval, and counties would be on the hook if denied. The letter also provides instructions re: providing such positions to low-income needy families who have not previously been eligible for TANF. (Guidance for implementing new expanded basic assistance and nonrecurring short-term benefits under TANF ECF will be released under a separate All County Letter.)

States may be reimbursed up to 80 percent of increased TANF/TANF MOE spending in FFY 2009 and FFY 2010 on any of the following three categories:
1. Increased basic assistance expenditures, as long as there is an increased caseload
2. Increased expenditures for subsidized employment
3. Increased expenditures for non-recurring short-term benefits.

All expenditures related to operating a subsidized employment program, including the cost of overseeing the program, developing work sites, and providing training to participants, may be claimed. Includes a list of eligible populations. [Download]

ACL 09-41: CalWORKs And Food Stamp Programs Quarterly Reporting Q&A’s (9/2/09)

Answers questions about anticipated and fluctuating income, verifying decrease or termination in income and the weekly/bi-weekly multipliers. Highlights: not counting SSI or UI income that is awarded but no started date indicated, budgeting $0 income if people indicate they “have no idea” about inconsistent income, and accepting an affidavit if unable to verify drop/stop in income. ACL 09-44:Change In File Format For Information Received From County Contractors (9/3/09)

Information for counties using “contractor mode to provide services to IHSS recipients. CDSS is finishing the design of the new Case Management, Information, and Payrolling System (CMIPS) II. When CMIPS II rolls out, county contractor providers will have to claim time worked in hours and minutes (HH:MM) rather than the current decimal (999.9) format. CMIPS II will be unable to convert the decimal format into hours and minutes, so counties will have to instruct their contractors to make this change to their invoices.[Download]

ACIN I-62-09:Inapplicability of ARRA Temporary Medi-Cal Assistance Increase for Public Authority Administrative Costs (9/3/09)

Information on the inapplicability of the temporary enhanced California’s Federal Medi-Cal Assistance Percentage (FMAP) (under the American Recovery and Reinvestment Act) for administrative expenses. As part of ARRA, a temporary increase to FMAP was enacted for Medicaid covered services. The enhanced FMAP does not apply to administrative costs.
