Counties are responsible for referring Medi-Cal applicants and beneficiaries with breast cancer to BBCTP. If an applicant or beneficiary may be disabled she should be referred for a disability determination as well as referred to BCCTP. Beneficiaries losing Medi-Cal eligibility should not be cut off until a determination has been made by BCCTP. Information regarding two statutory changes to the payment of Medi-Cal Recognized Expenses (MRE) for Personal Care Services Program (PCSP) and IHSS Plus Waiver (IPW) program recipients (known as the SOC Buyout Program). In order to be eligible for the payment of MRE, individuals in PCSP or IPW must be eligible for and receive services under one of those programs before July 1, 2009, and continue to receive those services. (So, new folks to PCSP or IPW, IHSS Residual (IHSS-R) program people, and any one covered who then leaves the programs or loses eligibility are no longer eligible.) Secondly, these individuals will have the MRE payment eliminated as of October 1, 2009. As of that date, the SOC buyout program will be entirely eliminated. Posted in IHSS Program instructions for implementing the expansion of CalWORKs subsidized employment programs through the TANF Emergency Contingency Fund (ECF). Counties can expand subsidized employment programs now, but access to TANF ECF funds for county programs is contingent upon federal approval, and counties would be on the hook if denied. The letter also provides instructions re: providing such positions to low-income needy families who have not previously been eligible for TANF. (Guidance for implementing new expanded basic assistance and nonrecurring short-term benefits under TANF ECF will be released under a separate All County Letter.)
