The Stage One Biannual report, CW 2197, a “Timing Out” Questionnaire with actual and projected information on the number of children and families receiving Stage One Child Care who have reached or who will reach the end of the 24 month limit of child care services for which former CalWORKs recipients are eligible, is a thing of history after 12/07. ACIN I-25E-08: Clarification To ACIN I-25-08: New Trustline Regulations Implementation Frequently Asked Questions (6/9/08)

Three questions were amended from ACIN 1-25-08. Question A2 was amended to include all three steps needed for a provider to become registered with Trustline. Question A3 was amended to state that payment programs should reference the registration date given to them by the R&R Network. Question C4 clarifies that counties should not stop tracking providers until they have received a status from the R&R Network. [Download]

ACIN I-38-08: Child Care Fraud Indicators Tool (7/31/08)

The Notice provides an updated (since 2001) “tool” for spotting potential child care fraud indicators. The tool is not mandatory, and the Notice reminds counties that the indicators are not proof of fraud, but rather just suggest that “further attention” may be warranted. Attached are a “Desk Guide” (missing key explanatory information) and an “Instructional Guide” (with more useful information). [Download]

ACIN I-45-08: Trustline Pamphlets For CalWORKs Stage One Parents And Child Care Providers (6/12/08)

Counties are required to inform parents and providers regarding child care subsidies. Here are two pamphlets (use optional), via CDSS. One focuses on parents, and discusses Trustline Registry, including the parent/guardian’s responsibility in the registration process. The other pamphlet is focused on information for child care providers, and includes information about crimes that may result in denial of their Trustline registration. [Download]

This Notice provides counties with a “child care fraud indicators tool” that can be used when reviewing documentation for child care services (Stage 1). ACIN I-25-08: New Trustline Regulations Implementation FAQs(4/28/08)

Guidance regarding the implementation of the new Trustline regulations for Stage One child care, the Q & As are billed as “informational.” Counties “have the flexibility to create their own informational material for the new Trustline regulations,” and are encouraged to share information with parents and providers. Questions include: how long does registration last; how are parents/providers informed of the new rules; information on the new Trustline Automated Registration Process (TARP) (in 24 counties); a discussion of the 120- and 30-day retroactive periods.
