ACL 09-25: Food Stamp Application Process For Youth Who Are “Aging Out” Of Foster Care (6/16/09)

Starting now, but no later than August 1, 2009, counties should essentially pre-file and pend food stamps applications for youth who are expected to “age out” of the foster care system. The letter describes transmitting an application during the dependency, forwarding it to the appropriate county FS office, and holding the application for up to 30 days from the date it is received. At the time dependency is terminated, the FC staff will notify the food stamp office so that the application can be acted upon. If the dependency does not terminate when expected (within 30 days) the county is to deny the application, and “encouraged to look for” another opportunity to have the youth complete another application, thus starting the 30-day clock again.

The letter also discusses jurisdiction issues (the county of FC jurisdiction must coordinate with the county of residence/where the application must be filed), SFIS, out of county office interviews, and other FS issues. [Download]

ACL 09-18: Revisions To Various Eligibility, Operational, Reporting, And Foster Parent Training Components of Intensive Treatment Foster Care Programs (6/3/009)

This letter is a summary of the new requirements from SB 1380 for intensive treatment foster care (ITFC) (youth who are emotionally disturbed, now to include youth with serious behavioral problems). The bill revises eligibility, operation, reporting, and foster parent training components of the ITFC program and allows flexibility for the use of Multidimensional Treatment Foster Care (MTFC) in lieu of ITFC. ACIN I-41-09: Funding For Citizen Review Panels Request For Applications (5/27/09)

Notice of the application period to apply for a Citizen Review Panel (CRP). There are 5 CRP slots open; CRP’s get up to $25,000 per year for the next two Federal Fiscal Years (2010-11 and 2011-12). Although the review panels are composed of private citizens (including advocates and attorneys), Counties must submit the application. [Download]

ACL 09-23: Supplement To The Rate Requests For Dual Agency Aid To Families With Dependent Children-Foster Care (AFDC-FC) And Adoption Assistance Program Children Quarterly Statistical Report (5/20/09)

SB 84 provided for supplementmental rates based on the extraordinary care and supervision needs of a dual agency (Regional Center and foster care) child. It also required various data reporting, not all of which can be collected via the Child Welfare Services/Case Management System. Voila!
