ACWDL 08-60: 2009 Tuberculosis income standard and related issues (12/23/2008)

$1,433 is the 2009 TB income standard for an individual. $2,000 is the 2009 resource limit for an individual. If the applicant is married counties count only income in their own name, and only separate property plus half of any community property. The 2009 SSI standard allocation for an eligible child with ineligible parents is $337; the federal benefit rate is $674 for an individual and $1,011 for a couple. [Download]

ACWDL 08-59: Removal of the other health coverage codes from the MEDS for adults and children who have left homes where they have been victims of domestic violence (12/23/2008)

This letter clarifies the procedures counties need to follow to have an other health coverage code removed from a beneficiary’s account when he or she has survived domestic violence and the abuser is the person who has the other health coverage. To have the code removed counties can either e-mail or call TPL with the survivor’s name, CIN, and date of birth, name of the insurance carrier, and a statement indicating that the other health insurance is blocking access to care for the abused victims. ACWDL 08-58: Documentation needed when referring applications to the Healthy Families Program (12/22/2008)

This letter reminds counties which children should be bridged to Healthy Families, what documentation should be provided to Healthy Families, and that income verification provided to Healthy Families must be dated within 45 days. With MSRs for many children going into effect 1/1/09 more children may be bridged to Healthy Families; the new MSR form contains an opt out box that parents check if they do not want their children’s information forwarded to Healthy Families. ACWDL 08-57: 2009 Medicare premiums and Supplemental Security Income standard and parent allocations for the Qualified Medicare/Specified Low-Income Medicare Beneficiary/Qualifying Individuals-1 and other programs (12/18/2008)

The standard allocation increased from $319 to $337. The parent allocation is $674 for an individual and $1,011 for a couple. The 2009 Medicare Part A premium is $443 for those with fewer than 30 quarters of work and $244 for those with 30-39 quarters of work. The Part B premium will hold steady at $96.40 (more for those who make over $85,000) and the deductible will remain $135. Title II COLAs for all FPL programs will be disregarded until the new FPLs are effective for the particular program. [Download]

ACWDL 08-56: Changes to the Medi-Cal Midyear Status Report Requirements (12/3/2008)

This ACWDL combines all past rules on Midyear Status Reports (MSR) with the new rule that non-exempt children must file MSRs. All the exemptions from MSRs remain the same, except children effected by the CEC change from 12 to 6 months as described in ACWDL 08-55. ACWDL 08-55: Reduction of the continuous eligibility for children (CEC) program period from 12 to 6 months period (12/3/2008)

As of 1/1/2009 the continuing eligibility period for child will be reduced from 12 months to 6 months. Children who are currently on Medi-Cal will be able to stay on for 12 months if they have already passed their midyear status report (MSR) month, if it has not passed they must submit an MSR at the end of their 6 month CEC period. Infants who are deemed eligible (DE) in the birth month will continue to get Medi-Cal until age one year. The letter includes 20 examples of how this policy change will work in different scenarios.
