ACL 06-38 – State Fiscal Year (SFY) 2006-2007 County Allocation for the Transitional Housing Placement Program (THPP) and the Transitional Housing Program-Plus (THP-Plus)

CDSS and the County Welfare Director’s Association issued this transmittal to provide counties participating in the THPP and THP-Plus with their allocation for state fiscal year 2006-2007. THPP is a community care licensed placement opportunity for youth age 16 to 18 years currently in the foster care system. THP-Plus is a certified placement opportunity for youth age 18-24 years who have emancipated from foster care. Most of the nearly $7 million (approximately $4.5 million) will go to counties already participating in the THP-Plus program. ACL 06-37 – EBT Support Services for the Disaster Food Stamp Program (September 12, 2006)

Information to help counties “evaluate the needs for benefit issuance in the event of a disaster.” Learn about such things as pre-embossed disaster EBT cards, EBT “interface systems” (with the scar reminder that they may require “priority modifications” to the counties’ eligibility systems). ACL 06-35 – Quality Assurance/Improvement Monitoring Regulations For The In-Home Supportive Services/Personal Care Services/Independence Plus Waiver Programs (September 1, 2006).

This ACL transmits the regs to implement the SB1104 provisions intended to “improve the quality of IHSS/PCSP need assessments, enhance program integrity, and detect and prevent program fraud and abuse.” Counties must establish a dedicated IHSS Quality Assurance/Improvement function, and to develop policies, procedures, implementation timelines, and instructions under which county QA/QI programs will perform mandated activities regarding IHSS programs. Counties must have a standardized process with regularly scheduled reviews; case samples from all district offices, a needs assessment process; and desk and home-visit reviews. Needless to say, counties also must include procedures for preventing and detecting fraud, including follow-up if fraud is suspected and to collection of overpayments. [Download]
