More fun from the world of quarterly reporting. With a mid-quarter report, when is a person approved/denied (mid-quarter or when reported on the QR-7)? When the county approves or denies! How to determine quarter cycle for ITC’s, supplements vs. offsetting Overpayments, dealing with inconsistencies between no-change mid-quarter reports and the QR-7, multiple changes within a quarter, etc. Notable for being the first to deal with Tribal TANF issues (some opted not to do). ACL 04-19 – Policy Changes To The Quarterly Reporting System (June 1, 2004)

Clarifies the limited circumstances under which counties can use the “conversion factor” (2.37 or 4.33) for less than monthly income payments. (It’s limited to when income is certain, will repeat in same payment manner.) This changes aspects of the “fluctuating income” info in the original QR ACL. [Download]

DHS ACL 03-35 – “Express Enrollment” for Children Enrolled in Free School Lunch Program (July 2, 2003)

AB 59 (2001) allows children who are approved for free lunches to apply for Medi-Cal using the information on the National School Lunch Program (NSLP) application. Effective July 1, 2003, all counties are required to participate in a statewide pilot project to make Medi-Cal determinations using the NSLP application and a supplemental form. School participation in the project is voluntary and schools are not required to share the information on NSLP applications. If a school participates, the school follows a simplified income eligibility process, called “Express Enrollment,” to determine temporary Medi-Cal eligibility. As of the date of the letter, school districts in only five counties were participating: Los Angeles, San Diego, Santa Clara, San Mateo, and Fresno. ACL 03-66 – Several emergency regulations (i.e. immediately effective) are out, and are described in ACL 03-66

  • Transitional Food Stamps (Reg Packet 1003-23) – Individuals and families losing public assistance eligibility remain on Food Stamps for 5 months at the last allotment level, without reapplying, unless terminated because moving out of state or for a sanction. The certification period is readjusted to the end of the 5 months, and the County is to send a timely notice regarding the need to reapply prior to ending the food stamps.
  • Face-to-Face interview waiver (same as above) – Counties are now required to screen applicant families to see if they need a waiver of the face-to-face interview. (Before it used to be when requested by the family, who, of course, didn’t know they could get a waiver.) The county is to grant, as appropriate, for hardship, when the family can’t appoint an Authorized Representative to come in.
  • New Vehicle rule (ACL 03-66; Reg Packet 1003-27) – The property resource for CalWORKs is now $3,000 for disabled households, as well as aged, and other Food Stamps car rules now apply and are reprinted in the CalWORKs regs. (AB 231, which would permit excluding a car altogether, requires separate federal approval prior to implementation.) [Download]
